Solution:
The ability to save a race in progress is not available with NASCAR 4.
Due to time constraints, it was not feasible for the developers to
implement the "Save race" feature. The developers are aware of the
desire for such a feature.

If the save feature is important to you, we suggest writing the

response acknowledging receipt, and your e-mail will be forwarded to
the relevant department.

WTF????? I sent an email to the suggestions email address only to have
it bounce (surprise).

My question is, is there any way to fix this, or barring that, is
there a way to contact Sierra that works?

That may be, but they're still selling it, so they should fix it.

N3 (which I guess I'll be going back to) has it.

Are you saying Nascar 2002 and 2003 don't have a save option either?

That is correct. I'm guessing it's the single biggest feature that people
have asked for, but isn't in the game. But you will be missing some great
sim racing if you stay away from NR2003 just because it doesn't have a save
game.
