Modem help needed 4 NASCAR

I've tried without any success to connect with a modem to NASCAR.  We keep
getting "Both dialed" or something to that effect no matter who dials and
who answers.  Please help!

(486DX66 w/8 MEG Ram, 14.4 modem)
