Except overclocking the V3, is there any other
settings or parameters to improve the performance
in playing NFS:PU ?

Is it possible to play it in GLide mode?

My Config:
celeron 300a o/c 450
V3 3000 no o/c
64MB RAM
Win98 SE

Yes. In your NFS5-PU directory, open the file 3DSetup\3dsetup.ini.
Change the line
CARD_3Dfx Voodoo3 /M:dx /I
into
CARD_3Dfx Voodoo3 /M:voodoo2 /I
and rerun 3D Setup. You'll also have to enable vertex lights instead
of projected (somewhere in the graphics options), otherwise in monaco
the colors might be wrong.
