I waited ages due to the rumours that blurring ruined serious ***.
Then purchased a top quality one with very low reaction time for 530 (17")
It was 7 months later that my 2nd pc's monitor went so i thought why not try
the cheapo ones at 280(also 17")
Well we play Lan racing alot and if there is a difference i would love to
know what it is.
Not one friend who comes can distinguish anything either.
So my advice (from experience) is to get the biggest you can 18" or 19" LCD
would be excellent,and then look at the lower end pricewise.

specific brands and models have been stated, so it doesn't help too
much. I am wavering on getting one myself, possibly a Hitachi, but the
issue of dead pixels is holding me back.

Up until quite recently I didn't have personal experience with LCD's in
a *** environment, while I had sold several to customers who used
them for office apps, the opp never presented itself to test one of them
on my *** rig, so I just followed "LCD's are currently not good
enough for fast moving graphics" line that's posted at most web sites

A couple of weeks ago a customer complained about his LCD monitor and I
had to take it back to the shop for testing and took the opp to test it
on my *** rig
This is a really low end 17" monitor from Samtron, probably comparable
to cheap ADi monitors, and guess what, it works just fine running high
FPS apps like games, little if any blurring in most cases, running
3DMark03 the flight scenes look rather good
Full Screen movies doesn't look quite so good for some reason, but I
don't watch movies on my PC anyways :-)
So I guess for me it's just like with sound quality in a speaker set,
all that matters is if *you* like it, don't put too much faith in tests
and other peoples opinions, you're the one paying for it, nobody but you
have to like it, but I strongly advice that you try to see one of them
in use for yourself, bring some kind of demo or test program with you,
I'd bring 3DMark01 since even low end shop computers on display can
achieve decent FPS, and ask if it would be possible to install it on one
of the PC's so you see the image quality for yourself
When the monitors I'm using now starts to fail, Im getting myself an LCD
monitor

On/off - makes little difference to the blurring. Even dragging windows
around the desktop leaves major blurs. They're much better than they were 2
years ago, but they're still not there yet. Maybe when they get down to
around 10ms or better they'll be undisputedly better than CRTs.
Backlights.
Make DAMNED sure whatever you buy has a solid backlight warranty.
If you own an LCD long enough, it WILL go through a backlight.
And do you think you can just buy a $20 bulb?
No, you can't.
Replacing the 'backlight' on a typical Laptop right now costs nearly
$900.00. Yes, $900.00 for a $20 (or whatever) bulb. That is because they
won't SELL you a replacement lamp. They will only sell you a complete
replacement panel.
I don't know of any manufacturers that do any different.
I've been to more than one meeting with OEM's and when the question of
warranties comes up, and I mention backlights, they say "Oh, the backlight
is covered by the standard 3 year warranty.
When I ask what the cost is AFTER the warranty is up, they always (without
exception) find a way around the question and it never gets answered. Well,
not there. It does get answered when one needs to be replaced, and they
tell you a whole panel has to be bought.
And all this nonsense about the panels being sealed is bullshit. I've taken
lamps out of LCD panels so I know it's bullshit.
