It could be a sign of the monitor's electron gun......going "bye bye"....but
there's lots of other possibilities too. What size monitor....and what
"drivers" are you using for it? Does "degaussing" help? Does the flashing
happen only in certain applications/games...or does it occur at all times
(for example, on your desktop). Do you have other electronic devices near
the monitor (large speakers, a surround sound amplifier)? Do you have the
monitor's connection cord bundled up with power cords, or even running along
with or near power cords as it makes it way to the back of your computer?
Does the monitor's "moir" setting changes make this problem worse,
better...no effect? How about the landing. Have you tried changing the
color temperature...does it still cause this problem. How hot is the air
venting from the monitor (monitor exhaust fans work really well....I started
using one about a year ago and all my monitors perform much better with
cooler internal "box" temperatures). Lots of stuff to look at......or just
go buy a new monitor...and save yourself all the hassles! ....lol.....

I had something similair but with my PC it was the fact that the speakers
were too close to the screen which caused staticity.
Maybe it's the same with your PC...

it could be any number of things. How old is the monitor? How fast does
the screen flash? Does the flashing synchronise with anything? Does the
monitor power cord plug into a shared outlet?

Make sure something like a Clock Radio or Flourescent Light isn't affecting
it.
These are the two biggests 'distorters' of CRT's.

I accidentally set mine to "true color 32bit" and found my 15" NEC MultiSync
xv15 looking like it was ready to die. Once I reduced the setting to "High
color 16bit" everything was fine again.
