N4 Multiplayer Problem

I am having a problem in N4 Multiplayer.  I run a Single race or in Testing
and everything runs fine, 40 - 50 fps in D3D 800x600x16.  I connect up to a
server in Multiplayer and everything stutters, choppy sound, choppy video,
choppy controls...everything.

The 3D sound is not on and the Demo worked just fine in Multi.  And I know
an upgrade to the video card would be good, but I have seen posts on other
sites with the same problem, with geforce gts cards.  So, what can I tweak
to get it running good?

The system:

Abit KT7
T-bird 800
128Mb PC100
3dfx Voodoo 3 2000 AGP
SBLive Value
USRx2 ISA 56K connecting at 52k to Earthlink.
Latest drivers and BIOS.
