is there some method for determining what you fps you are getting in
nascar? i know with world circuit there was some key to find processor
utilitization (but it has been a long time since i played that game)

There is no direct way to determine your frame rate in NASCAR, but you
can determine it by using the 'auto' graphics feature.  First set all
graphics options as you want them, ie. drawn cars, FM sound, etc.  You
will have to set one graphic option to 'auto'.  This will be your
indicator.  I use car textures, since you don't have to look hard for
them and it's the only textures that I really care about. Everything
else should be either on or off.  Pick a minimum frame rate that you
guess is about right and set the maximum to 30.

Go into Single race mode and choose a track that has good scenery that
changes alot, short tracks work great.  Start from the back of the pack
and drive slowly so that the field catches you moderatly quickly, then
speed up so that they don't pass you too quickly.  If the graphics
option that you have set to 'auto' gets displayed just fine throughout
the time that the AI are passing you, then you pass that frame rate.

Set the mimimum frame rate up 1 and repeat this process.  If it isn't
able to display the graphics that are set to auto, then it failed and
you should decrease the minimum frame rate.

Of course, this method only assesses your system based on how you want
to drive and cannot be used to compare your system with someone elses.
My old system was a 486 DX280 and with all objects on, no textures on
except car textures, drawing 5 cars in front of me and using FM sound in
SVGA mode, I got only 14fps.
