NASCAR - 2 player pause?, fps rate?

Is there any way to pause the race when two people are playing serial linked.
It is irritating, realistic, but irritating.

Also, how do you determine what fps rate you are running at.  I see a lot of
people talking about their fps rate, and I don't know what mine is.
