The patch does fix the problem. Just installed it and it works great.

ECCI won't work in Win95

Eric; I have the ECCI E-2000 Wheel unit and the E-1000 Pedels. If the
serial number of your pedal unit is 106333 or LOWER, then you need to
get the AXIS REVERSAL KIT from Extreme. The reason for the
modification relates to the lack of driving hardware support offered
by some types of arcade driving sims. These driving sims may offer
only joystick support, which will cause the throttle and brake
functions to be reversed on CDS E1000/1050/1060 series pedal units
when the adapter cable is used. This conversation will only affect
those applications which accept only a single joystick or input. These
applications also require the use of either the ECCI WIN95/arcade
cable adapter or the Thrustmaster T1/T2 adapter block.
After making these mods to my ECCI unit everything works great
on ALL sims to date, N1, N2, ICR1, ICR2 & GPR2.. I am running N2 from
DOS and Win95 both with no problems. It might also help to delete your
controls.cfg file  and calib.val and start over to fully recognize the
controls
properly. If you have any questions about the kit call ECCI at
612-824-6733, leave a message and your phone number and they will call
you back and send the kit. I hope this helps.
PS  I LOVE MY ECCI UNITand reccommend it highly!!
