I purchased CART precision racing 2 years ago, installed it and played it a
little, then removed it.

Ive recently acquired an F1 Sim wheel and pedals unit, so i decided to dig
out CART and install it again.  But there appears to be a problem.  Upon
placing the disc in my cd drive and closing it, several instances of the
setup program seem to run, and then when i try to install the minimum
version onto my harddisk, the installer gets to around 8% complete and
causes my computer to hang.  This didnt used to happen.  Nothing else on my
computer causes this to happen.  Ive even tried to install it on my cousins
computer and it hangs that as well.  So now im thinking that there might be
a scratch on the disc (although there arent any really deep scratches
visible), when i try to move the setup file to my harddisk the computer
hangs, so could the part of the disc that contains that file be physically
damaged?  Why doesnt my computer show a read error?

What can i do?  Can i get a replacement disc from microsoft?

Did you read the License Agreement that came with the game?  Usually printed
nearby is the methodology for obtaining replacement discs.  Most manufacturers
need the original media and a nominal fee ($5-10 usually).

Try washing the disc with soap and water.  It has worked for me in the
past.

    Get ahold of some HIGH-grade technical *** (HIGHER than 95%) and
soak a tissue with it then wipe it over the disc.  Using lower quality
*** will leave a smoky film on your CD.  If it still won't work, call MS
Customer Support (really, that's what they call it!) and when they get your
registration # off the CD they'll probably ship you another CD for around
$10.

Did you try toothpaste? Really.
Try a very soft cloth and toothpaste (not mint gel).
Regular white Crest has a super fine grit to it which can polish
scratches out of the covering over the data itself.

I've used this trick to rescue a couple of CDs.
