NASCAR 99 Slow downs

I'm finding that there are a few tracks (Bristol, Portland etc.) that have
slower frame rates than other tracks.
Often at the slower tracks I see parts of the scenery flashing on and off.
I'm able to run a number of the tracks with no slow down at all. Is there
any way to fix this?

I'm using a P-2 333 96mb M3DII 8mb. The M3DII drivers are 2.03.
