Does Nascar ver. update slow cars down?

After installing the version upgrade to my nascar game,
my previous track times are no longer attainable. I had a qualifying
setup for Talledega that does 196's in 2 lap qualifying and 200.5 in practice
(qual. setup).Now it does'nt come close to that 200 lap ave. Is this usual,or
what? I can qualify on the pole at 99% opp. strength with a 194.xxx, but the
195.xxx needed at 100% is very difficult even with the T2.
Does the upgrade cause this?

I found the same thing after I installed the UG, my previous lapspeeds
were history. It doesnt have anything to do with your controller, I
think Papy changed the grip of several tracks.

I could go through the actual answer, but instead I urge reading of the
README.TXT files that come with your programs and upgrades.  Which
tracks were "fixed" are addressed in this file along with Talledega
issues.  One hint though:  Take a look at the new *.stg files that were
added (these will give you tips on getting your speed up).

Yes, there should be a text file included detailing all the changes.
Both the speeds and the draft were changed at Talladega, making the
speeds slower (and a little more realistic).

This was done intentionally by papyrus to be faithful to the actual
racing situation.  After the game was produced, NASCAR introduced, in
certain tracks, Restriction Plates on engines to block airflow in
order to  reduce horsepower (from approx. 700 to 400) and speed.
Papyrus updated accordingly.
