NASCAR Joystick Problems

I am having problems getting my joystick to work with Nascar. I have
toggled the "J" at the opening to on. when I go to "controls it doen't
allow me to set the controls for the joystick.... Can anyone help me on
this

Are you running Win95/98 or in DOS mode?
