I'm just about to lay my hands on a P2 266 with AGP,
but do I still _need_ to buy a 3dfx card to run F1RS
NFS2E and TOCA?

Any advice appreciated

That depends on how playable you want it....  toca without 3dfx will give
you about 1fps...  as opposed to 30+... maybe more on that machine
