Restrictor plate racing killed Dale Earnhardt.
It can be minimized by making sure nothing extraneous is running in the
background on your computer and by connecting to servers (dedicated or not)
that are on T1+, DSL, or cable (and even then you will still get it due to
other racers having bad connections and various traffic between you and
server). OF course a cable or DSL connection on your end would help greatly
too. Consensus is that each racer requires 20-30k bandwidth from the server,
so to host 20 guys one would need roughly 500-600k up and down stream as a
minimum. If you have 56k, you'd be lucky to reliably host 2 guys outside of
yourself. Book recommends a cable host only host 15-20 players, I have cable
and get 2.8-3.0 MB Down, and about 360-500k Up and can host about 15 guys
decently.
Learn how to use PING and TRACERT from a DOS box, but you have to know hosts
IP. If you run TRACERT and get more than 10-12 hops between you and server,
good luck.
Diehard racers get together at LAN events and hook all their gear up to a
100MB LAN and race over the network to reduce warp.

I'm experiencing the same thing. Never had it in GPL (with the
same machine). For me I think it's a lack of CPU power to run the
N4). If the CPU can't keep up with the game as well as talking to the
modem, you get warps. I think the new factor that N4 is adding is the
banking of the tracks (not in GPL) and the ability to bottom out (not
in N3). When you warp, you get moved abruptly around the track, there
is a greater chance to bottom out on the banked track, and the result
is you're into a skid before you know it. :(
