Yesterday I spent 4 hours trying to install a Voodoo 3 2000 in order to
run GPL at a smooth 36 fps - I failed.

My friend bought a brand new PIII 500 MHz, AGP/PCI system with an ATI
Rage 128 3D card inside. We removed this card in order to replace it
with the Voodoo 3 card, but the system either locked up after the Win 98
screen showed up, after a short BIOS information of the Voodoo card came
up, or didn't even boot at all. It never did boot from a boot-disk I had
prepared.

The system must be okay, as it did run with the ATI card (and
reinstalling that one several times worked perfectly). The Voodoo card
is also okay, as I installed it on a PII 400 SCSI system in the office
of my friend.
Yes, I altered the BIOS setup as recommended by 3dfx and disabled Video
BIOS shadow and VGA Snoop. I could not find Hidden Refresh, Byte Merge
or DAC Snoop in the Award BIOS.
Running the ATI card, the system shows no hardware conflicts; both cards
are AGP cards ...

Frankly spoken, I have no idea what else I should try - and as the
system and the Voodoo card seem to be okay, neither can be returned to
the dealer. Any ideas how I can force them to cooperate???

Yea for some reason unbeknownst to me if any trace of an ATI card is on your
machine the V3 just doesnt work.  My friend recently made the exact same
exchange (ATI 128 3D for a V3 2000) and we had to totally eliminate the ATI
drivers, regristry entries, etc first.

Great advice Ed, it won't even boot to a floppy and you think editing
the registry is going to help?

The symptoms sound similar to what I've seen with overclocking. Make
sure they didn't sell you a PIII 450 with the CPU bus frequency set to
112 to make it look like a 500. Some cards can handle faster AGP bus
speeds better than others. Also check that the divider for the AGP bus
frequency is 2/3 (66mhz assuming 100mhz CPU bus). Finally, try
removing everything else (one at a time) from the main board.

Two (maybe?) silly questions:
Did you try booting in 'safe mode' (no drivers, VGA only) or 'DOS prompt',
both accessible by pressing F8 at the start of the Windows bootup?
When trying to boot with a boot disk, have you made sure, that the boot
sequence is set to A:,C: in BIOS?

Actually it is rather sound advice.  One need not remove the ATI
card to remove all traces of it from the registry.  Simply set it
up as a 'standard display adapter (VGA)' via the adapter tab
of the advanced display properties sheet.  Indeed, if ATI
wrote the uninstaller for their drivers correctly this step will
do the registry work for you (better not to trust them though).

Now if the computer won't boot at all, won't get past the vga bios
display, or won't boot to a floppy then the problem has nothing to do
with the operating system. Two other possibilities that I didn't
consider at 3:00am would be to set the Plug & Play O/S option to No to
boot to floppy, and set Reset Configuration Data to Yes.
