at Monaco for the life of me. I usually get around 1:40 to 1:45. Meanwhile
the all AI is smoking me by about 10 seconds routinely.
Is there any where on the net where I can read a decent strategy for this
particular track?

Yep, that's pretty much it, I think. Except the chicane-- gotta be
fast in the chicane without losing it. When you reach the little crest
between the exit of the tunnel and the chicane, try to be all the way
on the right edge of the track. If you look down the track a ways,
past the chicane, there will be a light pole that forms one end of
a straight line (you being the other end at that point) which slices
directly through the chicane. Stare at that pole, fixate on it, don't
look at the armco or the hay bale, don't think about the chicane, just
stare at the pole and keep the pedal down, and you'll shoot right through.
And don't forget to brake for Tabac; it's one of the slow ones. :)
Note that the above technique may only work if your setup can absorb
running over the curb without getting too upset. I use Alison's
high-riding Ferrari setup. The default setup also seems pretty stable
with the Eagle. I haven't tried any other cars there, except the BRM
for some reason. But don't use that one. :)
As for me, I only qualify 16th or so against the AI on intermediate, so
what do I know, but I have managed to pull off a 1:29.60 in the Ferrari,
so I guess I'm not *terrible*.

Drive the Coventry, not the Lotus! - and work on the first 2 bends and
the tunnel chicane - bet that's where you're losing time.

Don't aim at the opening (between the bales). Aim for some spot near tabac.
You'll need to go (almost) in a straight line through the chicane. The
easiest way to manage that is to floor the throttle, as the car is more
stable when accelerating.
Good luck.

Here are my observations:
Sainte-Devote - simple corner but you need to get it right for
a good time. It is worth to spend some time practicing.
From Massanet to Portier - just drive smoothly. Going for extra 0.1s
probably will result in frequent encounters with the walls
(at least this happens to me:<)
Portier - concentrate on a good exit.
Tunnel - slow down a bit earlier than it's possible, so you're
in full control at the exit. Otherwise I usually crash at
the chicane.
Chicane - if exit from the Tunnel was good and the car is stable
you can just drive straight through the chicane
From Tabac to the end of the lap - brake a bit earlier than possible
but make sure you have good exits from the turns.
Though driving it this way is not going to produce stunning lap times,
for me it seems to be the only to stay away from the walls and
below 1:30.
Good luck :)
Alex.
