This has probably been discussed, but if not I'd like ot know what folks
think
I have found on a restrictor plate track like Talladega that one can
hang way back on restarts and time full acceleration just right to hit
the pack in front at full speed just when the "Green Green Green" call
comes on.  I've passed up to 18 cars by the SF line in this manner.

Is this an illegal move and should N3 black flag me for it?

I did find one bug where if you are no the front row and don't
immediately start a couple of cars will drive through you and you can
never catch up to them.  They go to the rear of the field on the start
and then are scored in first and second place.  Had to turn off pace
laps to prevent this from happening.

N3 won't, but I know of online leagues that WILL...

Just do what NASCAR does in real life: don't pass ANYONE until you
reach the start/finish line. At least that's how they USED to do it, and
I'm pretty sure they still use that rule.

Passing is allowed before the S/F line on the outside.

This one's been around since N2 and possibly N1 though I never had that
game.  I'm not sure why it hasn't been fixed.  I would have thought a
simple solution would be to make sure that you haven't moved up any
places before crossing the S/F line compared to the position you were at
under caution and then blag flag you if you have moved up say more than
x amount of places or even more than just 1 place.  Hopefully N4 will
have this fixed. :)

So if a driver is in the outside lane, he can slow down on purpose to get some
of his competitors penalized?
