Turn one of the textures to auto (preferably track or wall textures)
and set the min/max number to the same value.  Adjust this value up or
down until the auto texture flickers on and off while you drive.  The
value that achieves this is your framerate.

Of course without an actual frame counter, we don't know how accurate
this really is.  When they installed the frame counter display in ICR2,
I noticed that the approach you outlined produced an inflated frame rate
of about 2fps over the actual frame counter.  I wonder how accurate this
is in NASCAR2?

Anyway, it's the only tool we have at the present.  At least it is the
same for everybody, so we can use it as a benchmark.

1. Turn everything you want on.
2. Turn everything you don't want off.
3. Set car texture to auto.
4. Set the minimum frame rate to 25.
5. Move it down until the car texture is stable.

This is your frame rate. Keep in mind this will change with video
requirements. Don't set it up during qualifying and expect the same
results when the flag drops and you are at the back of a full field. The
frame rate is constantly changing.

It's easier to do it with track or wall textures (they are always
visible) and by setting the Mix/Max to the same number.  This way the
texture will flicker on and off.
