Let's hope not! My jury is still out on Win98. I am not sure I am
ready to turn my OS into a browser. Basically the good points that I
have been able to gather about Win98 is support for USB, multiple video
cards, and FAT-32. I'm not ready to have my OS be IE4.x

You may not have to make the settings in Win98 "look" like a browser,
but the OS is written like a browser whether it "looks" like one or not.
I'm from the old school and still work in a unix shell. This browser
approach thing is actually a little "insulting" to my intelligence.
Duh, let's make an OS act just like the one thing most people now
associate with a computer, a browser. That's creating an OS for the
lowest common denominator. Besides, the "browser" approach to Win98 has
a "Dark Side" element as well, which I don't care for either.

While there is a fairly large overhead to running sims in Win95, I
wonder if the reason Papy is going this route has more to do with their
new sim engine (a Client/Server model). I would think it might be
easier for them to get this to work in Win95 over DOS.
But I think the real reason is that they must follow the paradigm that
no auto racing sim worth its salt can be released that will run to its
maximum capabilities on hardware currently available at release date.

Imagine the sim engine that all of those linux hackers could produce!

I discussed this with a couple of Papy folks that run linux. We
concluded that it would be neat as an intellectual exercise, but would
have been of no practical value. :-)
