(speaking personally)
The left light confirms power to the wheel, and the right one does the same
for the software drivers. So when you turn your pc on, you get power, and
when Windows boots up, you get drivers. Your driver light shouldn't ever go
out while your pc's on, so that's perhaps a sign of an led going pear-shaped
on you. But the lights don't do anything else, so you don't really need 'em
anyway. I've got tape over mine since they bug me at night!
