NR1999 AI Cars Stupid at 'dega

In N2, if I was lucky enough to qualify on the outside, I could blow
past about 12-15 cars on lap one, when everybody checked up and went low
into turn one. In NR1999, it's even worse than that: everybody checks up
immediately upon the green flag being waved. If I'm on the inside, I can
pass cars on the grass before we even reach the start/finish line! Last
night, I won a 200-mile race at 101%. I started 35th, and was in 5th by
the completion of lap one. The leaders got away from me, and I ran all
by myself for about 45-50 laps. Then, I got a caution, and blew by the
remaining 4 cars on the restart.
Does this happen to anybody else? And is it just 'dega, or does it
happen everywhere?

It's technically against NASCAR rules to pass before crossing taking
the green at the start/finish line.  I believe you can pass to the
right only (might have that backwards).  

In real life, you'd get black flagged.

Okay, okay, I promise not to be a bad boy anymore. I've taken my
beatings, and am ready to turn over a new leaf. No more passing on the
grass before the start/finish line. But the purpose of my post was not
to announce how cool I was for finding this helpful nugget, but more
like "why would I be able to do this in the first place?" If I stay in
line, I mash into the back of whoever's in front of me, because
everybody seems to brake when the green flag flies. Is this realistic? I
can't believe that it is.
And on restarts, even if the cars in front of me don't check up, I've
got so much more horsepower coming up through the gears, it's not even a
challenge to pass the fastest cars on the track! Of course, when we're
all up to speed, and I start turning in my usual terrible laps, then
I'll get shuffled back again...

Probably what is being simulated is their cars are "loose" and takes a
few laps to come up to speed.  usually the looser you can stand your
car at the beginning, the longer you'll be able to keep up the good
laptimes, since your car will usually tend to push towards the end of
a long green flag run.

Nope, it is pure dumb AI programming on Papyrus's fault.  It has been
present ICR2 and N1/N2 (and probably ICR1, but my memory is fading...).
I had hoped they would have fixed this with their "AI enhancements" for
NR 1999.  I sure hope they work on this for N3/2000.  It is fixable, we
did it in some of our CCG AI enhancements.
