I've heard that as a client connecting to a GPL host server, the replays
do not contain all of the cars in the race.

1) Is this true?

2) If #1 is true, is there a work-around?

3) If there is a work-around, what kind of impact does it have on the
client machine as far as framerate, etc?

Yes.

Sort of. You can increase the CORE.INI client/server send size
settings. For information see Bart Westra's page.

The server will only transmit as many cars to a client as the bandwidth
of the connection will allow.  On a LAN, you'll get all of them.  With
a modem-to-modem connection you'll get anywhere from 4 to 10-ish.  With
the default bandwidth settings for the Internet, you'll get 5-ish.
