ICR2: UniVBE not compatible with CL 5428?

In the quest for faster frame rate I wanted to try the UniVBE driver
that comes with ICR2.  When I setup the game to load it, UniVBE loads
and recognizes the CL5428 graphics chip and the Papyrus logo appears
for a second then the game exits with an error message stating "Unable
to load ROL(0).  Incomplete install or not enough memory."  The Papyrus
tech support tell me this indicates that the UniVBE driver is
incompatible with the CL 5428 but I find this hard to believe given how
popular this chipset is and I have another game (US Navy Fighters) that
runs with UniVBE loaded.  Any opinions?

I have a CL-542X and it works fine with that on a DX4-100.  Doesn't
help frame rate on VGA mode, only in SVGA.
