I want to run the indycar.exe file from windows File Manager but I want to
run it in SVGA mode vs VGA mode. In dos, I know to type "indycar -h"

what can i do in Windows?

Right click on your Indycar2 icon and select properties. Select the
program tab. Under Cmd Line enter Drive:\path\indycar.exe -h (using your
drive and path of course).

Answer: Don't.
Why would you want to run in in Windoze?  You must have something against
performance or a high frame rate.  :-)
Do yourself a favor and run, don't walk, away from DOS games under Windoze.

Under Windows 95 you can go to the Windows Dos prompt and run ICR2 from
there just fine.  No change in framerate at all.

Nice, the guy asks for help and gets nailed.  

To do this you must load your VESA driver in the config/autoexec files.  
Create a batch file indycar.bat:

c:\path\indycar.exe -h

Win95
Now create a shortcut that calls the batch file, run in full window, turn off
the screensaver check box, and turn idle sensitivity to its lowest setting.

Win3.x
Now create an icon that calls the batch file, run in full window. Set advanced
items to retain video memory and high graphics port.

That should work...does for me. Note also that I don't see any appreciable
frame rate degredation running this way with UniVBE that comes w/ ICR2.
