Unless you have the Windows version of ICR2, there are no benefits of
running it in a Windows environment (except maybe quickly starting the
game). It's a DOS game and does better in a pure DOS environment.

Unless you are loading the DOS drivers for your CD and sound card in
your Config.sys and Autoexec.bat file neither approach will work. For
Win95 you do not want to load any drivers in your config.sys or
autoexec.bat files. This will defeat the better Win95 virtual device
drivers.
You need to set up a *.pif file that will load the needed drivers in the
Config.sys & Autoexec.bat files. Under the Properties->Program of the
*.pif go to the Advanced area and check the MS-DOS mode and the Specify
a new MS-DOS configuration. Then fill in the need drivers in the
Config.sys and Autoexec.bat boxes. This will shut down your computer
and restart it in DOS loading your drivers. To return to Win95 just
type EXIT at the DOS propmt. The machine will re-boot into Win95. If
you shut your machine off while in MS-DOS mode, you can reboot to Win95
the next time fire it up by pressing the ESC key when prompted.
