You mean Act Labs GPL USB shifter?
It's a separate controller connected to the USB port, so it can be used with
any wheel.

Not if it's the RS Shifter, it connects to the wheel not USB and there is no
adapter available from AL to make it USB despite the request of a lot of
people.
