Many moons ago (years, to be exact), there used to be a web page with
step-by-step instructions on buliding wheels and pedals. Does anybody know
whether it still exists, and if so, its URL?

Ed wrote you a good URL - this is a page managed by Lew Wiegand and his wheel is perfect.
You have interesting links there also. And, I have few days work left and my wheel will be
finished too.
