Frame Rate Speeds N4

How are you guys measuring your frame rate speeds for N4?  I have a Dell XPS
B1000R PIII 1GHZ, ATA100 Controller, Nvida Geforce2 GTS 64DDR, 128MB RDRAM,
SB Live Value Digital.  I am not even running maxed out, but when you get
into a spin or if a bunch of cars freight train you, the game gets real
choppy.  Also whats up with the sound its statically, sound was better in
N3.  I can't believe this sim requires more computer power than I have to
run it maxed out.
