My machine (Abit BH6 mobo) has a similar problem - if I shut it down and
leave the (ext) modem and monitor turned on, the machine won't turn on until
I turn the modem and monitor off, turn the switch on the back of the PSU off
and remove the MSFF plug from the back of the soundcard. Even turning
everything off doesn't work unless I remove the MSFF plug. Presume it's due
to charge buildup in a capacitor somewhere - all the devices have their own
power source.
