Following J.J.Lehto's footprints I got interested in ICR2 again, but
have never managed to get a satisfying feel of driving with my
joystick (which I am using with good success in N2). The ovals feel
twitchy, with the car sailing from side to side and going on grass,
and street courses are almost impossible to drive consistently.

Does anyone have experience in getting a joystick to work properly
with ICR2? What kind of settings do you use? Or should I just find a
used wheel somewhere and shelf ICR2 until then?

Try switching from linear to non-linear settings (or visa versa).
