Since the Vroc site is down, I'm coming to you all for guidance.

I've got a remote server available to our club for our use. It is
setup in Vroc as an "external" server, which I believe should allow
remote operation of the server. But I cannot get complete control of
it. I can join the race using the "boss" password, but I cannot
directly select the track or any race options (such as race lenght,
etc.). I can enter the race, then close it; at that point it will
cycle to the next track automatically. I then have to repeat the
process to let it cycle to the next venue. I'd like to access the race
menu directly so I can set up any race and just go directly to it.

Am I going about this completely the wrong way? Should I be using the
"advanced hosting" tab, and then somehow hook up to the server? Do I
need the IP address of the remote server? Many questions, I know, but
I'm a bit lost. Any help would be appreciated.

You need to setup the host machine as a WinVROC host.  

Basic steps:

1. On the GPL host, only start WinVROC and choose ... something like ...
HOST | Remote.
2. On your racing PC, start WinVROC and choose ... some thing like ...
HOST | Connect to remote.
3. Now you'll be talking with the WinVROC program on the host.  Setup
your race and push go! :)

Sorry for not getting the exact menu's for you, but I'm at work and
don't have WinVROC/GPL here.

In Mara, we use the "Launch remote GPL..." feature of winvroc. You need to
enter the ip of the host, and the password that the host uses to protect
this feature. Then you can set up a race much like the "Setup a dedicated
Server..." feature.
The host must have been set up to serve like this in advance, using "Setup
Winvroc for Remote hosting....".

To stop GPL so as to start another session, log on to GPL as a boss and type
!shutdown in chat.

I think in your case, the server was setup in Winvroc as a dedicated server
iterating a race list.

Set the server up to be a remote server in VROC instead of a dedicated
server. This will allow you to set it up remotely to do one race or
many.

In VROC select the down arrow next to host and select Setup WinVROC
for Remote Hosting, it will ask for the IP, Password and Port. Then to
activate the server from somewhere else you go to the same WinVROC
menu and click on Launch Remote GPL . . . It will ask for the IP,
Password, and port. Then it will ask you to setup the server
(track(s), lenght, boss password, ETC)

You may also need these lines in your core.ini

[Communications]
disable_modem=1                 ; Don't look for/use modems
; Default send_every is 2.  Default send_size is 84.  See readme for
details.

net_mdm_client_send_every=3     ; Client packet freq on dialup
net_mdm_client_send_size=84     ; Client packet size on dialup
