First, not trying to slam your system or anything, but to get good frame
rates in recent games you'll probably have to turn down screen resolution,
details, special effects, etc. Publishers are always trying come out with
the coolest effects and you end up needing the latest & greatest system to
see them in all their glory.
Anyway, my suggestion is to check out the demos, e.g. for GP3, Sports Car
GT, oops can't forget good old Grand Prix Legends but be prepared to invest
some time in learning it - the demo might frustrate you. What one person
likes another hates, so I always like to download demos and see for myself.

Do you want the best modern day Formula 1 sim or the best racing sim no
matter what the time period or type of racing it simulates? It will make a
difference to the answers you receive.
For what it's worth, the 2 best racing sims in my opinion are Grand Prix
Legends (1967 Formula 1 sim) and NASCAR Racing 4, both by Papyrus.
Honourable mentions go to Mercedes-Benz Truck Racing and NASCAR Heat. None
of these are modern F1 sims.
Of the modern F1 sims the best, in my opinion, is Grand Prix 3 patched using
the GPxPatch. The others are Formula 1 Championship Season 2000 by EA
Sports, which I don't think will run on your PC and Formula 1 Racing
Championship by Ubisoft which I don't have so can't comment on.
On the PC front, I have some bad news for you. You P2 350 will struggle to
run most of the sims I have listed, especially if you don't have a 3d
graphics card. What type of graphics card do you have? This will make a
difference on the recommendations you receive. Also what sort of controller
do you have? Do you have a wheel, joystick or something else? Again this
will govern the recommendations we give.

If not you're going to have trouble finding anything remotely modern that
runs competently on your system. Racing sims take a fair bit of number
crunching and simulations have taken some major steps in the complexity
department since GP2.
For your system, given some form of 3D hardware, I'd say Nascar 3, Viper
Racing, Sports Car GT or Grand Prix Legends are the way to go.

Grand Prix Legends plays well on my computer, the new addons improve the
graphics 100%, and there are heaps of new tracks for it too, but its very
hard and can be frustrating for newbies. F1CS2K by EA runs very average on
my system, isnt very fun to play because of low framerates, but is
tolerable. SCGT is another great game, but there are just soooooo many
things you haveto download for it, and if you slightly stuff the install of
a addon, it can bring the whole game down, but on the other had, you can
race on almost any track with any car around the world, addons for the game
are countless now. My pic of the list would be:
GPL
N3
SCGT (if you have a bit of spare time to get it going)
Viper Racing (good fun arcade racer with sim physics)
GP3
NASCAR Heat (runs quite well on my system with the graphics adjusted
accordingly)
Leadfoot (Loads of fun)
Dirt Track Racing games (if you like speedway)

While it's archaic, it's about as bottom line of a system you can have and
still hope to run some of the current games. Keep in mind the latest system
have at least twice the RAM, run at 1800 MHZ processors and have a graphics
cars assumable many times faster than what you likely have.
If It makes you feel any better, I have a P2 450 with 128 RAM and a second
generation 3D graphics card (TNT) and GPL runs just fine, as does SCGT,
Nascar Heat, and even nascar 4 with the graphics really turned down.
