Try this:
AT+MS=11,0,300,33600,1,1,

Hi,
I use the following and it works flawlessly:
ATS32.6=1S32.5=1
S32.6=1 disables v.90
S32.5=1 disables 56K

First, 56K modems are limited by law to 53K. The 56K part is just a
buzzword.
Second, 56K modems only upload at 31,2 no matter what speed you connect at.
This could possibly***up an online racing session. (guessing)
Third, 56K modems aren't just faster 33,6 modems, they use a totally
different concept to acheive the higher speeds. Oversimplified, they
recieve data digitally rather than in an analog fashion. If you are more
than one D/A conversion away from your phone company's switching station,
the signal is knocked back to analog and you aren't getting the higher
connection speed anyway. Also, your local phone comapny may not have
digital switching gear in that station, or may have a mix, so your nice
clean line from your modem to the ISP's modems, may vacillate between
digital and analog, which would surely goof up an online racing connection.
This site has a ton of info about this topic:

This page has init string to limit the connect speed of USR/3com modems

Hope this helps

Another thing you might wanna try is setting modem-speed in
dial-up-networking:
1. Open your dial-up-networking folder.
2. Highlight and right-click on your ISP-icon, select "properties".
3. Select "Configure".
4. Set "Maximum Speed" to 38,400kbps. (I don't see a setting for 33.6
using W95)
I just tried this and logged-on at 37.3k
You'll connect 38,400kbps or lower. However, your V.90 modem will
still log-on using the V.90 protocol. It may still be too fast, but
might be worth a try. Good luck.
