Does anyone know how to add the track shot picture for the tracks converted
from Nascar1 so that it shows up when the track is selected?

Here is half the answer...

Unpack the track.dat  In it, 1 of these files is the menu picture.  There is
some utilities who can switch this file (normally a 3do file AFAIK) to a
normal bitmap pictures. Just paint it with the Icr2 palette, pack the
track.dat and that's it.

Well I forgot the file names and stuff, so maybe somebody will add some

yes.. you must have a pcx file for that ...
you have to rename it to mtcshot.pcx and unpack
the track , copy that file in the track directory ,edit the .pck file ,
add the mtcshot.pcx file , increase the number of files in the .pck file
 ( if it's not already present ) and pack the track ...
