Is there an option to set up the steering wheel ?

Yea. On the screen with the Mustang and the cop car, push the right
arrow key. The Mustang hood will pop up, and you'll get a set of
options.
To not have this available from the in the in-game options was a bad
decision.
I did the same thing you did, and I fiddled around with the in-game
menus for about 20 minutes trying to figure out how to set up the
controller.
