I've just purchased a wheel for Nascar2003.  It's the first wheel i've ever
bought and was wondering if anyone has some good tips to get me up and
running as quickly as possible.

It's the Logitech WingMan Formula Force Steering Wheel.

Anyone have some good tips or some websites with tips on how to best set
this up for Nascar 2003?  I know it's going to be a LOT different since i've
mostly only used the keyboard in the past.

Try this:

- Leave all the Wingman control panel settings at default, except for
"Combined Axis" - make sure that is turned off.  Turning this off will allow
you to use the throttle and brake simultaneously.  It is only necessary to
turn it on for older games, and even then it is better to do it in the
profiler than in the global settings.
- In NR 2003 set the steering linearity to 100% linear.  Turn off any
steering related helps, except for the low speed help which only really
affects pitting.
- Again in NR 2003 turn force feedback on, set the strength to around 60% to
start with, damping around 30%, and latency to 30 msec.

Try this before trying any of the more complex setups that people will
probably be giving you.  It works fine for me and avoids a lot of issues
with some of the other tweaks that people will be recommending.

If you're curious about changing any of the in-game FF settings, basically
"strength" sets the overall effort level, "damping" determines how "heavy"
the wheel feels, and "latency" is used to correct for the lag between the
time you move the wheel and the time you feel the corresponding effect.  If
you get in a tank slapper and you feel like the steering force is going the
wrong way or feels unnatural, it's usually due to inadequate latency
correction.  I have used as much as 120 msec latency correction with some
wheel/PC combinations.  You kind of have to set it by feel, but 30 msec is a
good starting point.

Is that the old red wheel, with the pulleys for transmission inside?

Or that could be too much caster (the effect is known as "caster return,"
which you get a lot of if you drive like Jack Brabham).

For what it's worth - my settings are the following:

in N2k3:
Linearity = 15%
FF Strength = 22%
Latency = 0 (Zero)

in Logi-Driver:
Strength = 95%
Spring = 75%
Damping = 2%

Quite different from yours :-)

In general, to determine the Latency setting, I'd recommend hitting hard
objects at a 45% to 60% angle, at about 60mph, maybe 80mph, and see if the
impact is felt on the wheel at the same time when you see it on the screen.

Also, I do slow, wide zig-zags on a straight at, say, 90 mph and check
whether the wheel forces change at the right moment of the weight transfer
process.

Thanks to everyone for the tips.  I've saved the thread's responses and will
try some of them out.
I don't actually have the wheel yet.  I just ordered it online yesterday.  I
have no idea about pulleys but it is partially red.  It's this one here:

I read some reviews of it and it seemed like it got generally quite
favorable reviews and with the special shipping of only $1 until the end of
today, Friday, Aug, 8, it seemed like a great deal at only $30.

It's not the elite logitech Momo but for as much as I play I figured it
would be a good one to start with.

I bought a cheap wheel thinking it would do last year. I just bought a
Momo and really wish I had done so ages ago, it is an excellent wheel.
I don't know what the Wingman is like though.

I'm not up on how these rate but I did a little web searching and from what
i gathered, the Wingman was considered one of the better wheels before the
Momo came out.  It's cheap now because of it being older technology and
they're factory refurbished on Overstock.com.  Plus the $1 shipping seemed
to make it a great deal.

It's not the same wheel as mine, so my settings probably won't be optimal
for it. Still, together with Haqsau's posting they show that very different
settings can lead to satisfactory results, so if you don't like any of the
settings suggested, just play with the parameters a little. Just don't make
the FF too strong, Subtle is the magic word :-)

Don't worry, the wingman is a lovely wheel. I have used mine for
several years now, also got it refurbished, I think it was from
justdeals, another site like that where yours came from.
