Hi, me again.

How do I know when the pits have officially ended (in terms of not
exceeding the speed limit)? Each track seems different with no
apparent standard markings.

Press alt-b before you exit your pit stall.  This is your rev limiter.
When your out of the pits, it will automatically let you go, then press
alt-b again.

In NASCAR, the speed limit is enforced until you pass the pace car. I
assume that ICR2 works the same way, but haven't raced ICR2 enough to know
for sure. Still waiting for the bugs to be fixed before I get serious about
it.

A little trick is to put on the autobrake (simulating rev limiters in
pits).  To do this hit alt+b screen will say autobrake on, as soon as you
get out of the pits (speed increases past pit speed limit) hit alt+b
again this turns autobrake off.  Enjoy,  Jeff.

The only problem is that sometimes the auto-break will let you go over 80 mph
and then you get the blackflag...and I think that in the README.TXT file
papyrus says that at some tracks auto-break will not break you in time at the
entrance of a pit and will let you go before the end of the pit...I have to
verify this though...see you

This "trick" is not foolproof. In fact, it doesn't work at all at Atlanta
in NASCAR. The autobrakes come off at the end of the pit wall, but pit road
speeds are enforced until you pass the pace car, which sticks out just far
enough beyond the wall to get you a black flag just about every time.
