A friend and I merely want to run against each other live, not
necessarily in organized races (not yet anyway). Can VROC be used for
this?

It's simple, and I've done it often with friends. One of you has to act as
the server, which is very easy to do in VROC. Communicate the server name
and password to your friend then just have him join in VROC.
It's only really fun if you both are around the same speed, otherwise one of
you will spend a lot of time waiting for the other guy.
You don't need a high end PC or a fast connection to act as a server,
especially since you'll only have 2 drivers. I recommend you use the better
PC for the server, because it will have slightly more load than the client.
One thing to be aware of - when you drive on your own server, your car seems
to be more fragile than others. I used to run on my own server all the time
but got tired of a little tap ripping off my wheels. I've never tried it
with no damage, that might be an option to prevent this (or don't crash).
