Hi,
 I currently have a Pentium 100MHz 8M Ram, Not sure about the video card
specs. but the system is an Acer.. With a Sound Blaster 16 Sound card.May
also be a combo video card ??? Anyway, in BOTH Nascar and ICR2 I just set
my MAX and MIN frame Rates to the MAXIMUM setting in the options menu.. I
think its 30 or 31 on each... The games seem to work pretty good..But, is
there a better way to maximize my frame rate ??? Basically, how or what
should I do to get the best performance?? Thanks for any help !!!

Min & Max frame rate works in conjunction with setting a particular
group of graphics to AUTO.  If you do not have anything set to AUTO Min
& Max won't do anything.

You need to decide on whether you want "eye-candy" or consistant high
frame rates.  I like to go for frame rates, it provides better response
and for me faster lap times.  

To check your frame rate (assuming version 1.00 -- since I still haven't
seen 1.01 ;() you will need to set the graphics you want to see to ON
and select a particular graphic to AUTO (I prefer skids/paint for the
test but others like Grand Stand).  I usually run a race by qualifying
last and see if the graphic set to Auto stays on.  Run a couple of laps.
If the graphics stays on, raise the Min rate (the threshold for turning
off an Auto graphic).  If Auto graphic never comes on, lower the frame
rate.  For my personal racing tastes I like to use SVGA and a bare
minimum of 18 frames per second.  I have a P5-90 and run with paint/skid
and dust/smoke on & car texture Auto, all objects on, but no other
graphics.  It will still drop to 16-17 in some of the corners and in
heavy traffic.  But I just pretend it's turbulence when I can't seem to
control the car or the rear end starts to break loose.

I hope I haven't confused you, play around with it....  Just another
item to adjust besides wings, shocks, cross-weight, etc....
