I've posted this once and got no reply (it's possible my post never made
it beyond the world of the Toronto Freenet) so I'm posting again.

I recently bought the Nascar Track Pack CD-ROM, which includes the patch
to upgarde to ver. 1.2.  Since upgrading my pit stops have been just lousy.
If I pull in for right side tires, no fuel and NO REPAIRS I can be down
off the jacks in 12 seconds.  However, the little timer in the top right
won't go green, allowing me to move out of the pits, until about 30
seconds!!!  So I end up sitting in the pits for 18 seconds longer than I
need to.

Is anyone else having this problem?  I've reinstalled the patch and the
whole game and it didn't fix the problem.

Any suggestions?

I have not experienced this. Papyrus did acknowledge that they altered the
pit stops to be more realistic in V1.2. Meaning, a pit stop for 4 tires
and fuel now will be from 17-21 seconds, where before it was almost always
in the 17-18 second range.

I think you may be experiencing the "enhancement" of v1.2, a more easily
damaged car.  Papyrus in there wisdom, decided too many of us where
taking advantage of the fact that we could brush the wall at 120+ mph
and not suffer any damage.  That felt that this was unfair to the AI
drivers, so they made it more "realistic" for damage to the car (read
the README12.TXT file).  So before you dive into the pit check F9 (read
the README.TXT file) to see if there is any repairs scheduled for the
pit stop.  The Enter key will toggle repairs on or off (while viewing
pit orders via F9).  It sounds as if you have some damage to your car...

Are you passing the AI to enter the pit? Thats a penalty that they'll
hold you for now, whereas before you could literally pass the pace car
and killeveryone out of the pits.
