You are absolutely right about the Talladega speeds being lower in
version 1.2.  This was done intentionally by Papyrus in attempt to make the
speeds more realistic with respect to the real life track and also to make for
more competitive racing. If you still want to go fast with the restrictor plate
on, bolt on some Hoosier tires, jack the tire pressure up to the maximum (60
lbs), put all shocks to maximum stiffness, minimize rear spoiler, and turn up
the temperature to 120 degrees.  This should get you lap speeds in the 197 mph
area and hitting 200-201 at the end of the back straight.  (But your competition
will also be faster too, so it's all relative...).

I've gone throught the upgrade from version 1.0 to 1.1 to 1.2 and have
noticed that from version 1.0 to 1.1 that my speed on Talladage stayed
the same 197+ laps (201 on the back straight) but the other racers
(100) where able to run faster.  I now have gone to version 1.2 and
the fastest lap I can do is high 194 and on a rare occasion 195.  The
best I can get in the back staight is 197 all of this is done without
drafting any other vehicle.   What I would like to know has anyone
else noticed that the speed had slowed down with the newer version.

I've never tried this, but if this is true, Papyrus has really got it
backwards.  You go faster when the temperature is cooler for two reasons:
1) As track temp increases, oil begans to seep out of the asphalt surface,
making for a slick track, 2) Hotter air is less dense.  This causes a
horsepower reduction.  This is why all the track records ever set at
Talladega were set during qualifying for the May race, not the July race.

Papyrus did help the situation at Talladega with v1.2, but they've got a
long way to go before it gets close to the real thing (close enough for me
anyway).

You can always play with the RELS line in the TALADEGA.TXT file. Turn the
number down fron 100 until the rest of the cars run your speed. When you
win just turn up the number one click again.  That's how I learn a new
track without getting ran away from. Really helped at the Glen.
