A couple of things to check:
Make sure you have it set up as a wheel (I know it's obvious but some
people still set it up as a joystick).
There is a utility available that changes the deadzone value in directx,
which has helped a lot of people with this problem. I can't remember
where it is but I think a number of site have it available. Hopefully
someone can give you an exact URL. For now, try some of the big racing
sites (I think http://www.f1racingsim.com has it).
Download the ProPanel utility from http://www.thrustmaster.com. It
seems to work much better than the Win95 joystick panel (well, with the
T2 anyway).
