Would anyone please be willing to give me their opinion on what is the
best 3d video card that works with Nascar 2.  Is it hard to configure?

The best is the Canopus Total3D.  Unfortuantely it's about $100 more than
the other Rendition cards.  Personally I don't think the speed increase is
worth the extra money, but your mileage may vary.

I have the Canopus.  The reason I got it is the ability to run 1024X768 at
85 Hz with 32 bit color, when, on rare occaisions, I'm not racing :-).
The others won't do that.  For Nascar2, they're all pretty much equal.
