Late response.  Haven't been paying attention.  First, no seatbelts on
motorcycles.  That's ridiculous.  I state that MSF should be required, and
my reasoning is simple - you will not likely have better newbie instruction.
It's worth it.  It's not hard to go through, most states don't charge more
than a token fee, the information acquired is good, you get your license
when completed, and the whole thing is fun.  I wouldn't want to see laws
passed to force the issue, but I think that it's great advice for a
beginning rider to go and take the course.

No, the MSF isn't required.  Most states accept successful MSF course
training completion in place of the DMV road test and will issue a license
based on the MSF course completion.  The difference between the amount of
good information and training you get between the DMV test and the MSF
course is very significant.  Plus, I keep telling people this, I thought the
MSF course was fun.

The MSF organization provides the bikes (donated by major manufacturers,
usually Honda, Kawasaki or Suzuki 250cc "standards").  Many states will also
provide helmets and other protection.  I already had all my gear, but my
class only required you have long pants and long-sleeved shirts with over
the ankle boots or high-tops (no sandals, no dress shoes, etc.).  They also
required gloves - but they could've been 3$ gardening gloves for the road
work.  They provided everything else.  If you don't drop the bike, you tend
to pass the course and get your license.
