I have seen it posted here that it is possible to remove to 'restrictor' plate.
How is this done and how much affect does it have?

Edit your <track>.txt file (for example,
\NASCAR\TRACKS\TALADEGA\TALADEGA.TXT), change the SPEEDWY entry from 0 to 1.
The result is immediate and obvious; nobody on the track can touch you. Expect
to lap Talladega at better than 215. My best is 218 something.

After a while, you'll notice that this isn't much fun, unless you like to
weave in and out of traffic in turns. The challenge becomes one of avoiding
self destruction on the fenders of those who can't move out of the way fast
enough.
