I don't know about the qual laps, but the way you are supposed to be
able to "remove" the restrictor plate is to change the 1 to a 0 at the
start of the SPDWY line in the track .txt file. Haven't tried it
myself, but that's what someone posted.

Change the SPDY line first character from 1 to 0 in Taladega.txt in the
taladega directory under tracks directory. Also change line that reads
QUAL 2 1. Change second number to whatever you want and it will give you
that many qualifying laps. I changed Atlanta to 5 and now it takes the
best time of all 5 laps. It really works.
To change the number of qualifying laps, go to the track.txt
file in the tracks directory for what ever track you wish to
change. The line that begins with QUAL, change the second number to
the number of qualifying laps you want.

YES, that is the way to do it, and, YES it works VERY well. I got
another 20-25mph out of my car at Talledega.
