Does anyone know of a patch for n2003 that would implement the new nextel
cup rules such as lucky dog rule, and possibly a green white checker rule .

I haven't seen anything like that, but I have seen First-Racing, crack
down on anyone attempting to modify the exe file. If those can be altered
with support files, then I would guess it would be ok, But due to F-R's
clamping down, I don't think too many users will even attempt the job due
to the possibility of all their work being banned.
