        When I try to qualify on any of the short tracks my car acts as
if it is on ice and will not allow me to get up to a decent speed.  Any
one have any suggestions on how to setup differently to avoid this
problem. Thanks.

I'll post a follow-up because this comes up a lot:

First off, go to the garage and load the QUAL setup.
Then you have a chance.  The setup is much different.
If you want, do a half a lap and turn around then do another,
at nauseum, until the tires are hot.  Then do the qual lap.

I have noticed that none of the stock setups are optimal.

I also noticed that my lap times improved a LOT after I upgraded to a P5-90.
I haven't a single klew why.  I was running lores with the DX2/66.
