I76 Patch...tearing my hair

When I try to run the Interstate 76 3d patch I get
an 'unable to open cabinet file' error.

I've downloaded it  from a few different sites but
to no avail.  I've got plenty of hard drive space.

Any ideas?

Do you have a 3D card?  System info would help
